What: Once a suitable unneeded coal power plant site is found, it needs to be re-equipped into a Clean Energy Park. The coal storage lot and most coal handling equipment - except for the rotary railroad coal car dumper and coal conveyor - is removed .
Where: Often located in the rural periphery of a metropolitan area.
How: First, a small scale pilot plant. Then a full scale prototype plant. Then a final design for mass replication.

The coal power plant the author has in mind is a relatively new small single 50 megaWatt unit located in a rural portion of a Northern Midwest state.
Typical small-to-medium size coal power plant that could be considered for repurposing into a Clean Energy Park.
